Probation sentences that connect people to social services rather than sending them to prison
After Oregon’s Justice Reinvestment Initiative, Multnomah County’s (Portland) launched the Justice Reinvestment Program, an alternative to incarceration program that sentences individuals charged with offenses that carry presumptive prison sentences to probation rather than incarceration. District Attorney Rod Underhill and other county stakeholders designed the program to reduce incarceration and connect individuals with social services. The program has proven to be effective and is unique in that it targets individuals who have criminal records and are charged with more serious crimes.[]See Multnomah County, “MCJRP—Multnomah County Justice Reinvestment Program,” http://multco.us/dcj-adult/spe...; and Multnomah County, “Multnomah County Justice Reinvestment Program (MCJRP),” May 23, 2014, https://multco.us/file/34284/download.
