This 1968 report discusses the unexpected and alarming rate of increase in the population of New York City's detention institutions. The report contains statistical analysis of the problem and a series of recommendations to the Criminal Justice Coordinating Council on how to alleviate it. The author stresses that many of the problems which plague the judicial and correctional systems of New York cannot even be articulated, let alone solved, until the proper kinds of data are gathered, correlated and analyzed.
