Rethinking the Pre-Arraignment Process

This 1976 Vera memorandum to the Pretrial Services Agency (PTSA) discusses new approaches to the Pre-Arraignment process. It suggests that PTSA could play a broader role in the pre-arraignment process, a role which would produce significant savings for the Police Department, and substantially improve the administration of criminal justice.
