The changing face of the Harris County judiciary.

Harris County (Houston), Texas, made 2017 news as incarcerated people sued, claiming that high bail amounts were unconstitutional and discriminatory.Jolie McCullough, “Appeals Court Largely Upholds Ruling against Harris County Bail Practices, Reins Back Orders,” Texas Tribune, February 14, 2018.

But in 2018 the county made news for a more positive reason: all 19 black women running for judicial seats were elected.Hanna Smothers, “All 19 Black Women Running for Judge in a Texas Race Won Tuesday Night,” Cosmopolitan, November 7, 2018. Women of color currently make up only 8 percent of state judges in Texas.Tracey George and Albert Yoon, The Gavel Gap: Who Sits in Judgment on State Courts?(Washington, DC: American Constitution Society, 2018).
