ICE is targeting parents who pay to bring their children to the United States.

In 2017, the Trump administration began to arrest parents and guardians it suspects of paying to have their children brought to the United States.John Burnett, “ICE Has Arrested More Than 400 in Operation Targeting Parents Who Pay Smugglers,” NPR, August 18, 2017. In a letter to the acting Secretary of Homeland Security signed by 377 civil rights, religious, and civic organizations, the groups noted: “Rather than disrupting smuggling operations, we fear these new enforcement tactics will embolden criminal actors, who will subject children whose only choice is to flee to even more costly, dangerous, and hidden routes. Ultimately, an initiative targeting smugglers and smuggling networks should do just that—not prosecute and punish parents for trying to save their children’s lives.”Letter from 377 National, State, and Local Organizations to Elaine Duke, Acting Secretary of Homeland Security, in Opposition to ICE’s “Surge Initiative,” August 10, 2017.
