Doreen Govari

Doreen Govari is a senior program associate with Vera’s Ending Girls' Incarceration initiative. She conducts juvenile legal system-related legal and policy research, drafts model policy reforms, and supports California-based community partnerships.

Before joining Vera in 2024, Doreen was a legal fellow at the National Center for Youth Law, advancing community-based alternatives to youth incarceration.

While studying at the University of California, Los Angeles School of Law (UCLA Law), Doreen worked with UCLA Law’s Youth Justice Navigator Project, the American Civil Liberties Union’s Criminal Law Reform Project, and represented clients in felony bail hearings with the Los Angeles County Public Defender’s Office. She received the U. Serve L.A. student award and was selected as a California ChangeLawyers scholar.

Doreen holds a BA from the University of California, Santa Barbara and a JD from UCLA Law with specializations in critical race studies and public interest law and policy.
