David Cloud

David Cloud is Senior Program Associate at Vera's Substance Use and Mental Health Program. He joined Vera in January 2012. His work focuses on a range of issues at the intersection of public health and criminal justice reform. In partnership with the NYC Department of Health and Mental Hygiene, he is leading an effort to reform the pre-arraignment health screening units located in NYC’s central booking facilities to improve the quality of clinical services, enhance triage decisions, and open diversion opportunities at the front-end of the justice system. David is an expert on the implications of the Affordable Care Act for addressing the over-incarceration of people with psychiatric and substance use treatment needs. He is working in Washington DC to develop a data-driven, collaborative plan for conducting Medicaid enrollment and outreach for justice-involved populations. He is also working with city and state officials in New York to rethink competency restoration services for defendants deemed unfit to stand trial. He received a JD from Villanova Law School and his MPH at Columbia University. He has BS from the University of Georgia.
