Raising the Age of Juvenile Jurisdiction in Connecticut

In 2007, the general assembly in the State of Connecticut passed a law raising the age of juvenile jurisdiction from 16 to 18, effective July 2009. Prior to this legislation, Connecticut was one of only three states that continued to try 16- and 17-year-olds in an adult criminal justice system. CYJ staff provided technical assistance to help state officials develop a viable implementation plan that was a key element of the legislation's passage.

National Prison Rape Elimination Commission

Vera’s Washington DC Office is working with the congressionally mandated National Prison Rape Elimination Commission (NPREC) to develop standards to detect, prevent, and respond to sexual assault in jails, prisons, lock-ups, and immigration, juvenile, and community-corrections facilities.

Congress established NPREC in 2003 as part of the Prison Rape Elimination Act. During the 20 years prior to enacting this legislation, it estimated that more than 1 million people had been sexually assaulted while incarcerated.

Vera staff provided technical assistance to help the commission develop its standards, which were submitted for public comment in 2008. The commission will incorporate public feedback into a final version of the standards and present them to the President, Congress, and the U.S. Attorney General, along with a final report and recommendations.

Commission on Safety and Abuse in America's Prisons

Vera established the Commission on Safety and Abuse in America’s Prisons in 2005 to identify and recommend solutions to the most serious challenges facing America’s jails and prisons. The commission was co-chaired by former United States Attorney General Nicholas de B. Katzenbach and the Honorable John Gibbons.

Over the course of four public hearings held in 2005 in cities throughout the United States, commissioners collected voluminous testimony and supporting information from a broad and diverse array of experts and stakeholders.

Sexual Violence Prevention Initiative

The Sexual Violence Prevention Initiative (SVPI) was a partnership with the New Jersey Coalition Against Sexual Assault and 22 community-based agencies that served victims of sexual violence and their communities. Its goal was to integrate primary prevention strategies into the agencies’s existing activities.

Preventing Perpetration of Sexual Violence

The Centers for Disease Control has identified several factors that are associated with an increased likelihood of committing acts of sexual violence. Based on these findings, SVPI and its partners worked to realize the following six goals:

Governor Paterson's Task Force on Transforming Juvenile Justice

In September 2008, New York Governor David Paterson created the Task Force on Transforming Juvenile Justice to establish a statewide process to improve the juvenile justice system. The task force was charged with creating a blueprint to strengthen alternatives to institutional placement for young offenders, improve residential care, and enhance reentry programming. It also addressed the disproportionate number of minority youth in the system. The task force was chaired by Jeremy Travis, president of New York City’s John Jay College of Criminal Justice. Members included representatives from the Office of Children and Family Services, law enforcement, advocacy organizations, county and state agencies, academia, and the judiciary. Vera’s Center on Youth Justice provided technical assistance by gathering data and facilitating discussion on ways to implement systemic changes.

Task Force Subcommittees

The task force met five times to finalize reform recommendations. The recommendations were prepared by two subcommittees.

The Re-entry and Community-based Alternatives to Placement subcommittee, led by Al Siegel, deputy director of the Center for Court Innovation, was charged with three tasks:

New Mexico Promise for Success Initiative

The Promise for Success Initiative (PSI) was a year-long planning effort to improve services for youth who are at risk of entering or are already involved in the juvenile justice and child welfare systems in Doña Ana County, New Mexico. To achieve this goal, the Center on Youth Justice worked with the PSI steering committee to develop a comprehensive, community-based strategic plan for making services more accessible to at-risk youth and implementing crisis response capacity designed to keep youth from becoming involved in the system. The plan, which was released in 2008, also included a continuum of graduated sanctions for youth who are arrested.
