Vera’s experts conduct research and analysis and develop policies and programs in a variety of criminal and social justice fields. Their varied knowledge, background, and experience enable Vera to address the full spectrum of national and local justice issues.

Associate Research Director, Prosecution and Racial Justice
Besiki Kutateladze is the associate research director of the Prosecution and Racial Justice Program. He joined Vera in spring 2008 to work on the American Bar Association’s World Justice Project. Between August 2008 and February 2010, he served as a senior research associate for the International Indicators Group and played a crucial role in the development of the United Nations Rule of Law Indicators and their field testing in Haiti and Liberia. Additionally, he worked on the Police Station Visitors Week, which was conducted in 20 countries, and the Security Sector Reform project in the Democratic Republic of the Congo, both funded by the UK Department for International Development. Before joining Vera, he taught courses on comparative criminal justice and statistics at John Jay College of Criminal Justice. He holds a PhD in criminal justice from the Graduate Center of the City University of New York and an MA in criminal justice from John Jay College of Criminal Justice. He is also a jurist from the Republic of Georgia (Kutaisi State University) with post-graduate training in procedural criminal law (Tbilisi State University).
