The Spin-off Tool Kit (2007) documents the process by which Vera projects are transformed into independent organizations. It is intended for Vera employees engaged in spinning off a demonstration project, for other organizations interested in launching a new nonprofit, and for anyone who wants to better understand the history of Vera's spin-offs and the spin-off process. The Tool Kit also contains a present day look at the 17 spin-offs Vera has created, as well as an article by Vera’s former director on how nonprofits can advance their mission through spinning off.

In 2004, Vera partnered with the NYC Dept. of Housing Preservation and Development and two direct service agencies to learn more about the factors that place Section 8 Housing Choice Program voucher holders in the Bronx and Brooklyn at risk of losing their housing subsidy. Surveys covered a number of topics including demographics, economic resources, housing situation, household and family status, and understanding of and experiences with the Section 8 program. The survey data was subsequently analyzed to identify salient themes and trends.

Proposals for New Orleans' criminal justice system: best practices to advance public safety and justice

Hurricane Katrina ravaged New Orleans, destroying not only the city’s infrastructure and the lives of many of its residents, but also its justice system. To identify practical steps New Orleans can take to make its criminal justice system more reliable, effective, and just, the Vera Institute of Justice interviewed key stakeholders—including justice system leaders, representatives of nonprofit research and advocacy groups, and several members of the city council—and reviewed data on how the system has been operating after flooding devastated the city.
