In a Letter to the Editor, Thomas Faust, director of the D.C. Department of Corrections, cites research from Vera's Substance Use and Mental Health Program to address the critical need for alternatives to incarceration that address mental health needs. "A serious issue for corrections administrators across the country is the incarceration of severely mentally ill offenders," writes Faust. Pointing to a 2008 Vera finding that 33 percent of people arrested by the DC Metropolitan Police Department had a known mental health need, he indicates that better meeting mental health needs requires a system- and community-wide approach.
