In response to a March 26th New York Times article on Pennsylvania's troubled halfway-house system ("Pennsylvania Study Finds Halfway Houses Don't Reduce Recidivism"), Alison Shames, associate director of Vera's Center on Sentencing and Corrections, wrote a Letter to the Editor that appeared in the Times on April 2, 2013.  She points to performance incentive funding programs, in use in Calfornia, Illinois, Ohio and elsewhere and the subject of a recent Vera report, as a promising model for states lookings to transform their relationships with their community corrections service providers.
