The Ventura County Star reported on a bill in California that would authorize the state parole board to release "physically or cognitively incapacitated" individuals from prison, potentially saving millions of dollars.
Tina Chiu, director of training and technical assistance at Vera and author of the report It's about time: aging prisoners, increasing costs, and geriatric release, told the Star that the bill would be among the most restrictive in the United States. "The threshold for being incapacitated seems very high," she said.
