National corrections expert James Austin says arrests in New Orleans have dropped—and may drop more once a pretrial services system takes effect. He says the pretrial screenings Vera's New Orleans Office is developing with local partners could expose the justice system's inefficiencies and may help narrow racial disparities. For now, Austin told Mayor Mitch Landrieu's jail-size task force yesterday, "There are fewer people coming into the system. But they're staying longer."
