The News Journal editorial says the Delaware Justice Reinvestment Initiative could make the justice system "more effective and...the state's citizens a little safer."

"The Vera Institute will analyze data and policies. It is expected to dig deep into the system and get the views of the people on the front line. The institute will use this information to work with the task force to develop new policies and measure performance....Our system is expensive and often faulty. No reform can make it perfect, but a thoroughgoing review and follow-up can make it better for all."
